The binoc-u-com is a device used by the Cooper Gang for communication and reconnaissance purposes.
Overview
Pressing 
or 
brings up the binocucom overlay. You can use 
to move the camera and 
to zoom in or out.
The binocucom is automatically opened for some cutscenes. In this case, the camera will move automatically to point at certain objects throughout the dialog.
